
Systematic Land Regularization and Improvement of Rural Land Allocation Processes in Lesotho (Design Phase)
LEI are supporting the piloting of regularization and settlement (urban) planning of informal settlements in urban and peri-urban areas beginning in Maseru. We are assisting Community Councils to improve their records of rural land allocations and supporting the training of Community Councils and traditional authorities in the land allocation process. This includes preparing guidelines and instructions for rights adjudication, regularization, cadastral surveying and digital information systems. These efforts are part of the process of developing complete and accurate land records for maintenance by the new Land Administration Authority.
Mobilization of Land Services and Institutional Strengthening
LEI are assisting the Government of Lesotho to establish a system capable of capturing complete and reliable land tenure rights throughout the whole of Lesotho, starting in the urban and peri-urban areas. LEI are responsible for supporting the Ministry of Local Government and Chieftainship (MoLGC) to establish a new Land Administration Authority (LAA) that unifies cadastral and legal registry records. This includes providing technical assistance to assist with the design, building and operations of the new LAA. Specific activities include assessing the technical and human resources available to the LAA, working with the Government of Lesotho to develop a staffing, hiring and retention plan; preparing a preliminary budget for the LAA, and developing an ICT policy. We are also responsible for assisting the Government of Lesotho to convert land records, roll out the ICT-plan, train managerial and functional staff, improve and streamline land administration procedures, and conduct public outreach and awareness.
Ethiopia
Piloting of CIM and Computerization in Land Administration in Ethiopia
LEI developed a comprehensive concept note showing the logical linkages between the CIM initiative and other activities. This involved checking procedures for the implementation of CIM and ensuring that they could serve their intended purpose. It also involved working with key stakeholders and sharing similar experiences of other countries.

Analytical Work on Corruption in Land Administration in Ethiopia
LEI managed a study using the Land Governance Assessment Framework methodology to provide a comprehensive overview of governance within the land sector in Ethiopia. The study contributed to an overall Economic Sector Work publication on Corruption in Ethiopia produced by the World Bank.
Liberia
Liberia Land Sector Reforms Project: Rehabilitation and Reform of Land Rights Registration and Related Matters
LEI recommended reforms to the Liberian land law, policies and pilots to assist in restoring the land administration system. This included examining institutional capacity for land surveying, cartography and adjudication, making recommendations to rehabilitate the deed registration system and deed records, examining the processes and procedures of adjudication and demarcation, and identifying surveying and cadastral mapping requirements to guide field implementation of the pilot.
Sub-national Land Administration and Site Development Pilot Reform Project (under the Investment Climate Program - ICP)
LEI assisted two states to develop simple and transparent procedures for investors to acquire land, secure property rights and obtain building permits. This included developing reform steps that enhanced the clarity and consistency of procedures and developing a strategy to streamline the institutional framework and build capacity.
LEI identified areas in need of reform and developed a detailed project description including; developing a sustainable policy framework; formalizing institutional arrangements; improving security of tenure; and strengthening revenue generation. Design Mission developed scope and objectives, benefits and risks for proposed project.
LEI was engaged with the preparation of the Land Component for the proposed Micro-Small-Medium Sized Enterprises Project. This involved extensive discussions with staff in the Ministry of Land and Human Settlement Development, other agencies and various donors to develop a project and project strategy that would enhance the livelihoods while ensuring land tenure is secure and able to support growing medium-small business enterprise initiatives.
