Team Leaders - Pacific Land Program

Land Equity International Pty Ltd (LEI) is an innovative and internationally experienced consulting organisation specialising in land administration, land management, titling and cadastre assistance programs. We are an Australian company with a long standing reputation for providing superior project design, project management, project implementation and project evaluation. LEI will shortly be bidding for work on the AusAID Pacific Land Program and are looking for Team Leaders for projects in Vanuatu, PNG, East Timor and the Solomon Islands. 

The Team Leaders responsibilities are likely to include the following:

  • planning, management and supervision of work programs for international and national advisers; and performance management of advisers;
  • project planning, management of project finances and quality assurance;
  • oversight of project implementation, including identification of key issues and strategies to address these issues;
  • liaison with AusAID Post on project progress and preparation of monthly reports to AusAID;
  • capacity building support to counterpart government staff in lands departments at central and provincial level involved in project coordination and implementation;
  • capacity building support to customary land groups;
  • oversight and support of Monitoring and Evaluation, tracking technical and financial project progress and monitoring project implementation against plans;
  • ongoing support to the national TA;
  • liaison with other donors and contractors working on related projects;
  • preparation of the Inception Report, Monthly Reports, Annual Report and the Project Completion Report; and
  • regular reporting to Land Equity International on project activities. 

Skills and Experience Required:

  •  Proven experience managing multi-disciplinary teams
  • Experience in project planning, managing project finances and reporting
  • Experience in capacity building
  • Understanding of customary land issues in the Pacific
  • Tertiary qualifications in land law, social sciences, surveying, urban planning or similar
  • Experience working in the Pacific
  • A background in land administration, land use planning or customary land management would be an advantage
  • Experience in community development would be an advantage
  • Language skills would also be advantageous.
