
The development objective for the proposed Real Estate Cadastre and Registration Project, funded by the World Bank, is to improve public confidence and lower transaction costs by building more effective land registration and cadastre systems in FYR Macedonia, contributing to the development of efficient real property markets. This would be achieved by developing the operational capacity of the State Authority for Geodetic Works (SAGW) and providing support to complete and maintain the real estate cadastre (REC) and deliver quality services to all constituencies. The project also strives to provide institutional development and capacity building to SAGW, including associated human resource development, strategic and business planning, and customer service improvement. It would also include a mechanism to address land administration issues at a policy level. It would modernize the REC system, focusing on improving the ongoing real property registration system with business planning and process improvement, quality customer service, generating an up-to-date digital graphical database, and providing timely and accurate information to all users.
LEI undertook studies and provided technical expertise in order to develop a comprehensive cadastre mapping strategy, a preliminary strategy for State Authority for Geodetic Works (SAGW) to take steps to become an executive agency and finally a strategy to enable SAGW to deal more effectively with secondary real estate transactions.
The World Bank funded Real Estate Cadastre and Registration Project is proposing to increase confidence and lower transaction costs by building a more efficient property registration and cadastre system. The purpose of reforms is to contribute to the development of effective real property markets. The Government strategy includes priority support for the formation of a “real estate cadastre” nationwide and efforts to address illegal construction. The project will support this objective by helping to make real property rights more secure, the involved institutions more transparent, and contracts more enforceable.
It is planned that the project will help develop effective land/property registries, and through the more rapid and secure registration of mortgages will better support the development of functioning property markets and of efficient financial intermediation with collateral based on secure property rights. LEI provided a Land Registration Specialist to review current office practice and registration legislation and prepare standards for the efficient and affordable operation of registration services
