Institutional strengthening
Traditional land sector agencies are commonly fragmented and institutionally weak. Poor communication and integration of activities between agencies results in overlapping functions, duplication and inefficiency. Institutional strengthening improves consistency and coordination, and introduces common standards across land sector agencies in order to streamline traditional practices and improve the quality of services.
LEI have experience assisting agencies to;
- develop strategic plans
- review and strengthen organizational structures
- clarify roles and responsibilities
- develop management capacity
- establish shared values based on good governance principles
- re-structure along functional lines (often assisting separate agencies responsible for cadastre, land registration, and valuation to consolidate into a single agency responsible for lands)
- decentralize land administration and land management functions
