West Bank Gaza Land Administration Project

LEI were responsible for implementing Component 1 ‘Land Policy Formulation and Development of Regulatory Framework’ of the World Bank funded Land Administration Project (LAP). The Palestinian Liberal Organisation confirmed in 2005 a World Bank “Learning and Innovation Grant” for a Land Administration Project that aimed to bring efficiency and transparency into their land administration system. The initial activity of which LEI were instrumental, was to assess the feasibility of introducing reforms in land administration within the emerging government structure.

The first stage of the process involved working closely with Authority officials, private industry, and the community with as much two way dialogue as possible. A broad range of themes encompassed the policy study, including: land registry accuracy; land market functioning; land dispute cross examinations; public land management; land valuation adequacy; and institutional and legislative reviews. These policy studies helped inform key members of the Ministry of Planning who are responsible for the policy component.

Subsequent to this, an action plan was derived for the implementation and revision of the regulatory framework governing land administration in the West Bank and Gaza. Component one enabled the formulation of policy, legal and institutional changes to achieve efficient procedures for the issuance of land titles and registration of property transactions, and transparent processes for the management and disposal of public land.

Taiz Municipal Development and Flood Protection Project (TMDFPP) – Consultancy Services for Strengthening Land Management

The objective of this project is to support the recently created General Authority for Land Survey and Urban Planning (GALSUP) to implement their consolidated responsibilities in land registration, public land management, and urban planning. LEI are responsible for strengthening government institutions through technical assistance and capacity building. This includes revising and harmonising legislative texts on State Land and Real Estate Law, Land Registration Law and Urban Planning Law and formulating policies on public land management. In addition, the project is supporting the newly created agency by documenting land registration procedures, clarifying roles and responsibilities, identifying equipment requirements and preparing strategic plans.
