Land Administration

The newly established National Real Estate Registration Service Company (NRERSC) in Saudi Arabia will support MoJ and MoMRA with registration activities, register land and operate the Register and have sole responsibility for land registration.

Project Narrative

The National Real Estate Registration Service Company (NRERSC) in Saudi Arabia underwent three operating phases as it assumed its new role:

  • Supported MoJ and MoMRA with their registration activities;
  • Registered land and operated the Register (parts of the kingdom not yet registered will continue to operate under the existing deeds system)
  • Had sole responsibility for land registration (and the deeds system will no longer be in operation).

To ensure its success, the NRERSC requested support from BCG and LEI in the following 5 key lots:

  • Target model design;
  • Stakeholder engagement and agreements
  • Company ramp-up support
  • Minimum Viable Operations Directorate setup
  • First Registration Strategy, Plan – including NRERSC support for Makkah and Madinah registration projects.

Key services provided

The LEI team worked with BCG to provide support to NRERSC in the following activities:

Lots 1, 2 and 3 –
Provided expert input as required to the BCG team (e.g. defining concession agreement, data transfers from MoJ/MoMRA, stakeholders role across each phase given assumptions in first registration strategy and plan, outline for NRERSC L1 and L2 policies and procedures, etc.)

Lot 4 – Minimum Viable Operations Directorate
Led the delivery of:

  • Defining the functional and organization structure, sourcing approach and manpower requirements for the Operations directorate across the three phases of NRERSC operations (prior to law issue, law issue, and first registration completion)
  • Development of Operations directorate policies and L1 and L2 processes during the three phases, including RACI
  • Providing input to BCG team on the initiatives requirements (manpower, systems, processes, etc.), including timelines, milestones, risks and dependencies, and budget, and put this together in overall implementation plan of NRERSC and sequencing for ramp-up
  • Providing expert support to BCG for Lot 1 in terms of defining governance arrangements.

Lot 5 – First Registration Strategy, Plan – including NRERSC support for Makkah and Madinah registration projects
Led the delivery of the first registration strategy and plan.

  • Prepared first registration options assessment
  • Prepared the first registration strategy definition
  • Prepared high-level specifications of the first registration process(es) based on draft law
  • Prepared the First Registration Implementation Plan.
