Strengthening government institutions through technical assistance and capacity building.

Project Narrative

The objective of this project was to support the recently created General Authority for Land Survey and Urban Planning (GALSUP) to implement their consolidated responsibilities in land registration, public land management, and urban planning. LEI were responsible for strengthening government institutions through technical assistance and capacity building. This included revising and harmonising legislative texts on State Land and Real Estate Law, Land Registration Law and Urban Planning Law and formulating policies on public land management. In addition, the project supported the newly created agency by documenting land registration procedures, clarifying roles and responsibilities, identifying equipment requirements and preparing strategic plans.

Key services provided

LEI were responsible for providing institutional strengthening to the General Authority for Land Survey and Urban Planning.

This included:

  • Preparation of regulations on land registration
  • Developing a manual of land registration procedures, covering both systematic and sporadic procedures
  • Drafting a Public Land Management Policy Paper and an Urban Planning Policy Paper
  • Drafting a revision of the Public Land and Real Estate Law and the Land Use Planning Law
  • Drafting an Organisational decree for the newly created GALSUP delineating mandates, roles and responsibilities
  • Identifying priority equipment for the new agency
  • Drafting a strategic plan for a model land authority branch office which was piloted in Taiz
  • Drafting a strategic plan for a public land inventory in Taiz

LEI was also responsible for providing effective management of the project; ensuring outputs were delivered on time and within budget, ensuring project reporting requirements were met, ensuring all contractual requirements were met, ensuring quality assurance was maintained, managing team inputs and managing relations with the Client.

A well-functioning land administration system is essential for economic stability, social justice, environmental sustainability, and effective governance. Despite significant policy reform efforts by the Government of Nepal, limited capacity has challenged the integration of cadastre and land registry data, systems, and institutions to improve service delivery. For this project, LEI partnered with Kadaster International and RajDevi Engineering Consultants to support the Digitalization of Nepal’s Land Administration Sector.

LEI are partnering with lead, Tetra Tech, in the implementation of the Land Facility program, funded by the UK FCDO. The Land Facility (LF) is designed as an offer to partner countries with a UK post, to co-design effective programs of land related reform. It can provide rural, forestry and urban land governance expertise and assistance to support partner governments’ efforts to expand their capacity to plan, manage and implement national land administration policy, legislation and system reforms.

Vanuatu Affordable and Resilient Settlements (VARS) Project: Land Development Policy, Legal and Marketing Advisory Services

We contributed to the World Bank’s VARS project (US$25 million) by supporting the efficient and affordable supply of resilient housing in low hazard, peri-urban areas in Great Port Vila.
