Project Key Information

The preparation of a policy paper on the quality of land administration and an action plan to improve Indonesia’s property registration system.

Project Narrative

This project involved:

  • informing strategies related to quality improvement of business regulations;
  • strengthening client capacity related to business entry and operation both at the national and local level; and
  • informing policy related to business climate constraints to firm performance.

Building on identified preliminary recommendations, the assignment supported the Government of Indonesia, under the guise of the PSCRII, in preparing a policy paper on the quality of land administration and a short action plan matrix on improving Indonesia’s property registration system to inform the overall reform agenda and helped improve the country’s Doing Business ranking for Registering Property.

Key project services

The key services were to review and analyse the current policy and regulatory framework, institutional arrangements, technologies, solutions and performance of property registration and land administration in Indonesia with a view of improving Indonesia’s business environment, arrange a stakeholder consultation and suggest an action plan for improving property registration and land administration in Indonesia. The focus of the assignment was the development of a policy paper, with recommendations summarized in a practical, easy-to-read matrix. This matrix was discussed with the government working group for property registration and land administration and an agreed upon version included in the final report.

Market Driven Irrigation Horticulture (MDIH) Land and Gender Activity

The Lesotho II Compact was an agreement between the US government-funded Millenium Challenge Corporation (MCC) and the Kingdom of Lesotho (GoL). It was a $US300 million programme to address binding constraints to economic growth in Lesotho. The Lesotho II compact consisted of three projects designed to combat constraints to economic growth by either strengthening private sector participation and/or by improving government coordination, capacity and execution.
