Technical and professional support to the AusAID team developing a Project Concept Document for Local Economic Infrastructures in the lagging regions of Sri Lanka for new AusAID country program strategy.

Project Narrative

Preparation of the Project Concept Document for Local Economic Infrastructures in the lagging regions of Sri Lanka for a new AusAID country program strategy. SPMS provided professional and technical support and advice to the AusAID team.

Key services provided

The Concept Report outlined a proposal for AusAID to establish a Local Economic Infrastructure Program (LEIP) in the conflict and flood-affected northern and eastern areas of the Democratic Socialist Republic of Sri Lanka. The document set out a proposed five-year program (2010-2015) of activities to support for rehabilitation and construction of new infrastructure, capacity building for infrastructure development and management by public institutions and utilities at district and provincial level, aimed at improving the income and livelihoods of people living in the poorest regions of the country. The project involved a problem and needs assessment, evaluation of all international development assistance agency and NGO economic program activities, discussions with key government agencies of priority for infrastructure investment, and a review of multi lateral projects which AusAID could co-fund project activities. As recommended by the AusAID Aid Effectiveness Review, the Agency directed its funds for supporting international development assistance through partnerships with a multilateral development agency for this project.

Vanuatu Affordable and Resilient Settlements (VARS) Project: Land Development Policy, Legal and Marketing Advisory Services
