Review international experience and develop consensus on a vision for property registration in Peru, develop consensus on a conceptual model to support the vision for property registration, develop a long-term strategy for RPU, covering the areas of operations, organisation, technology, finances and legal aspects and prepare an implementation plan for the long-term strategy plan for RPU, setting out a change management strategy, action plan and a financial plan.

Project Narrative

The objectives of the consultancy were to:

(a) review international experience and, after analysing the current situation in Peru, develop consensus on a vision for property registration in Peru

(b) after analysing the current strengths and weaknesses of existing property registration systems in Peru, develop consensus on a conceptual model to support the vision for property registration

(c) within this conceptual model, develop a long-term strategy for RPU, covering the areas of operations, organisation, technology, finances and legal aspects

(d) prepare an implementation plan for the long-term strategy plan for RPU, setting out a change management strategy, action plan and a financial plan.

Key services provided

Provide team leader, responsible for the day-to-day management of the consultancy under direction of the Arthur Andersen Project Director. Provide specific inputs into the following areas :

  • Land registration (optimization/minimize cost/simplify land registration process, options for remote inscriptions, advice on relative importance of digital and manual registration process, land records management and cross indices, organizational/staff responsibilities)
  • International land law (roles/responsibilities of Registry and registrars, law of evidence – “digital” data and signatures)
  • Survey/mapping/GIS (survey/mapping requirements, survey/mapping standards, role of private sector, GIS strategy)
  • Development of RPU (services and new products, customer relations and service program/publicity, office typologies (front/back, back, front. mobile), operational basis for office roll-out, technology strategies)
  • RPU/RPI merger/client strategies (team with AA)

Digitalization of Nepal’s Land Administration Sector

A well-functioning land administration system is essential for economic stability, social justice, environmental sustainability, and effective governance. Despite significant policy reform efforts by the Government of Nepal, limited capacity has challenged the integration of cadastre and land registry data, systems, and institutions to improve service delivery. It can provide rural, forestry and urban land governance expertise and assistance to support partner governments’ efforts to expand their capacity to plan, manage and implement national land administration policy, legislation and system reforms.

Vanuatu Affordable and Resilient Settlements (VARS) Project: Land Development Policy, Legal and Marketing Advisory Services

We contributed to the World Bank’s VARS project (US$25 million) by supporting the efficient and affordable supply of resilient housing in low hazard, peri-urban areas in Great Port Vila.
