Project narrative
The general objective of the assignment is to help the Department of Lands to improve its efficiency and effectiveness in undertaking property registration and related transactions particularly those that take place within the registries themselves, the Department’s headquarters and Ministry’s headquarters. Therefore the goal is to have in place a vibrant property registration system that meets the needs of its clients including local and foreign investors.
Description of key services provided
The services are provided in three phases, initially LEI are required to undertake a diagnostic assessment of the current system, review existing laws and regulations and propose such amendments as may be necessary; map existing requirements and procedures needed for registration of property; undertake a series of consultations with stakeholders to discuss and comment on proposed amendments to laws and regulations. During phase two design and specification of the land and deeds registration system will be conducted. In addition the LEI will develop a strategy to preserve existing data and records and to make such records readily available and accessible through digitization. It is expected that in this phase LEI and our associates will also design data entry forms, capture data currently stored manually, generate validation reports, audit trails and clean the data where necessary. The third phase will include assisting in evaluation of the proposed solutions and assisting the client in supervising the Suppliers who are implementing the project. Targeted training is of the essence in all phases where new systems and procedures are proposed.
