Project Narrative

The LAP is a program of land reforms, which support a reduction in poverty and enhance the economic and social development of the nation. The overriding objectives that flow from these goals are to establish a secure land tenure system available to all landowners and lessees, reduce land disputes and lay the foundation for efficient, sustainable and equitable use of state and customary lands. At the national level, the project will support the development of policies, legislative reforms, systems and enhanced institutional capacity for land registration and administration.

Key services provided

The Consultant assisted the Ministry of Lands and Forestry (MLF) and the Ghana Lands Commission (GLC) to prepare the proposed Land Administration Project (LAP). The preparation study involved:

  • definition of the scope and coverage of the long term program and of the 5 year first phase, including definition of key performance indicators which include social impact, economic evaluation and physical indicators;
  • preparation of project design parameters including detailed project components, detailed project costs, financing, institutional arrangements for implementation, project log frame, risk analysis, benefits, social economic and environmental analysis, financial analysis, procurement and financial management arrangements;
  • preparation of a Technical Assistance component for project implementation including; terms of reference, estimate of inputs and skills required, budget, a training component and a time-based project implementation plan;
  • identification of key policy and legislative areas to be addressed as part of project implementation and detailed terms of reference for each of the identified studies; and
  • support to the Lands Commission in the period between project preparation and actual project commencement in the form of project preparation assistance and management training.

Digitalization of Nepal’s Land Administration Sector

A well-functioning land administration system is essential for economic stability, social justice, environmental sustainability, and effective governance. Despite significant policy reform efforts by the Government of Nepal, limited capacity has challenged the integration of cadastre and land registry data, systems, and institutions to improve service delivery. It can provide rural, forestry and urban land governance expertise and assistance to support partner governments’ efforts to expand their capacity to plan, manage and implement national land administration policy, legislation and system reforms.

Vanuatu Affordable and Resilient Settlements (VARS) Project: Land Development Policy, Legal and Marketing Advisory Services

We contributed to the World Bank’s VARS project (US$25 million) by supporting the efficient and affordable supply of resilient housing in low hazard, peri-urban areas in Greater Port Vila.
