Project Narrative
The National Land Records Modernization Program (NLRMP) is aimed at comprehensive modernization of land administration systems of the states with the ultimate goal of moving to a system of conclusive title. One of the activities supported by NLRMP is the establishment of a National Land Institute (NLI) that can serve as a focal point for key training activities as well as a center of excellence for land administration. It is anticipated that the NLI will serve as a center of “training of trainers” in basic program and subject matter issues. This centralized training would then form the basis for broader scale and more state-specific training at the state level. The NLI should also serve as a base for the work of a core team of land administration experts that will provide leadership and guide research activities on land administration not only for implementation of the NLRMP, but for the longer term.
Key services provided
LEI were responsible for drafting a Concept Note for the establishment of the National Land Institute. This involved drawing upon previous experience with the systems of land administration in India, knowledge of shortcomings with previous centralized approaches to modernization of land administration, and familiarity with the operation of comparable institutions in other countries. The Concept Note included the following elements: (i) TORs for the Institute with respect to both training and ‘center of excellence’ functions; (ii) an outline of training curriculum; (iii) governance structure; (iv) general staffing, organization, and financing plan; (v) start-up and interim plan of operations.
