Project Narrative
The Private Sector Competitiveness Project funded by the World Bank, among other objectives, supported the Securing and Upgrading of the Land Registry and development of a Land Information System (LIS). The Land Component was among the most important Components of the Project, recognising the need to a) Update existing land registry records in Uganda; b) Secure the current land registry records through rehabilitation; c) Undertake reconstruction, indexing and scanning; and d) Establish a unified and relevant National Land Information System (NLIS). The GOU embarked on the redesign of existing land administration and establish land information system to improve land tenure security, availability and accessibility of land services for clients.
Key services provided
LEI provided various land administration expertise for the project, including land information systems, cadastral survey and land registration experts. LEI were able to assist the program by:
- undertaking a review of the status of the development of the Cadastre and Registry modules of the LIS;
- reviewing land registration and cadastral business processes;
- identifying key issues that were affecting land registration and cadastral systems and contributing to recommendations to the solutions team;
- providing input and support to business-process specifications, requirements definition and business rules for the Registry and Cadastral modules in the LIS;
- facilitating workshops with key stakeholders to present and discuss identified problems, including exposure during LEI hosting of the Uganda ministerial staff in Australia; and
- identifying areas where capacity building and training were required and contributing to the development of training and capacity building solutions.
