Project Narrative
The purpose of the project was to examine interventions conducted by a number of funding agencies, identify lessons learned, and integrate them into a vision and action plan for land administration for the country. The project provided an overview of program support over the previous 5 years and plans in the area of land administration. It developed a strategy to link land administration to overall development in Ethiopia, addressing land policy issues and technical issues related to land administration.
Key project services
LEI were responsible for developing and costing an action plan for a 5-10 year period (with phasing as needed) that started from the status quo and lead towards a sustainable land administration system for Ethiopia. This involved examining how to most expeditiously complete the first stage certification and integrate certification into a national registry system. We defined the roles of different actors in this system, developed land policy, and recommended arrangements for upgrading and training to ensure sustainability of the system.
LEI identified promising practices regarding administration and management of communal lands, compared these to international best practice, and made suggestions as to ways in which these could be integrated into the land administration system. We assessed key regulations and developed processes for completing first time registration and integrating existing registry information into a national system. We conducted a review of existing office manuals as well as existing and planned software to manage and update land administration information.
We suggested ways to link and integrate an IT-based solution with current processes. This included developing a plan and TOR for the development of necessary software, field testing and subsequent roll-out.
